Many citizens and soldiers had a negative reaction towards to rise of the institution. Many soldiers were forced to join the Navy, and archaeologists even found a letter written by a sailor to their parents saying, “The Navy is a disgrace, and men have no order here. It is full of corruption and evil deeds.” Many citizens even called it a disgrace, but soon after the results of battles, citizens grew to respect the sailors.
Other effects were changes of jobs, due to needs for different equipment. Rome needed to mass produce quinqueremes, and not weapons for battles on land anymore. The economy was also changed drastically due to the change of jobs, and many traditions as well.
Some parents even went to extreme measures by corrupting or bribing the Generals so they would not join the navy.
